Project Description

Introduction and Location


The proposed Nevitt Road Improvement Project is located just south of SR 20 and west of Interstate 5 in Burlington, Washington.  The project will be approximately 2,100 feet long from its intersection with SR 20 to its eventual connection to Goldenrod Road at the southern terminus.  The project is being constructed in conjunction with WSDOT's SR 20 Fredonia to I-5 Additional Lanes project.

The project area is light commercial with a mixture of individual businesses that are located along the road.  Businesses include service stations, fast food, retail and hotel.

Objective

The objective of the Nevitt Road project is to provide safe and efficient circulation and access within the City of Burlington in and around the I-5/SR 20 interchange and along the west side of I-5 today and into the future.  The Nevitt Road project will accomplish this by providing the following:

·         Improved access within the City along the west side of I-5 to accommodate existing and future development demand.

·         Improved traffic circulation on the SR 20 corridor by increasing intersection spacing to promote better signal coordination.

Proposed Improvements

The scope of the Nevitt Road Improvements project includes the following:

·         Reconstruction of existing Nevitt Road (approximately 400 feet)

·         Extension of Nevitt Road along a new alignment from it current terminus southward to connect with existing Goldenrod Road approximately 600 feet south of Andis Road.

·         Closure of Goldenrod Road between SR 20 and Andis Road

The basic project components include a three lane roadway section (northbound and southbound lanes with a two-way-left-turn lane) and 6-ft sidewalks on both sides of the road. The road slopes gradually with grades varying from 0.5% to 2%.    Planter strips (up to 6-ft wide) will be provided as space allows.  Utility poles along the north side of existing Nevitt Road and a few along Andis Road will be relocated to accommodate the proposed footprint.  Illumination and signing will be updated.  Permanent stormwater treatment facilities will be constructed to treat runoff.  These treatment facilities will include biofiltration swales and vegetative filter strips.

The project meets the City's goal for operational level of service and reduces or eliminates many of the conflicts within the project limits.  It improves pedestrian access, and is consistent with Burlington's related land use plans.
